Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund appropriations of $294,288 in fiscal year 2017-18 and $294,370 in fiscal year 2018-19 for reimbursement of all speech and language pathology services provided by an independent speech-language practitioner at the agency rate for the same services and to increase by 10% the rates of reimbursement for all speech and language pathology services under Chapter 101: MaineCare Benefits Manual, Chapter III, Section 109, Speech and Hearing Services. Federal Expenditures Fund allocations will also be required for the FMAP match.

The estimated fiscal impact only includes those services identified as "speech and langauge" that are included in the MaineCare Benefits Manual Chapter III, Section 109 as a current covered service. It is not clear from the bill's language if the expectation is to add new "speech and language" services or to only update the rates for those services currently covered.
