An Act Concerning Locations for Career and Technical Education Regions and Centers

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 20-A MRSA §8301-A, sub-§6,  as amended by PL 2017, c. 171, §5, is further amended to read:

6. Region.  "Region" means a quasi-municipal corporation established by the Legislature to provide career and technical education to secondary students and middle school level students that is comprised of all the school administrative units within the geographical geographic boundaries set forth established for each career and technical education region in pursuant to section 8451 , subsection 6. A region is governed by a cooperative board formed and operating in accordance with this chapter.

Sec. 2. 20-A MRSA §8301-A, sub-§8,  as amended by PL 2017, c. 171, §5, is further amended to read:

8. Satellite program.  "Satellite program" means a program providing career and technical education to secondary students and middle school level students that is operated, under section 8403-A, by a school administrative unit affiliated with a center or region.

Sec. 3. 20-A MRSA §8401, sub-§1,  as enacted by PL 2011, c. 679, §11, is repealed and the following enacted in its place:

1 Centers.   A center may be operated within geographic boundaries established in accordance with criteria set forth in rules for career and technical education and shall serve the affiliated units of the school administrative unit operating the center.

Sec. 4. 20-A MRSA §8451, sub-§2,  as amended by PL 2017, c. 171, §9, is repealed.

Sec. 5. 20-A MRSA §8451, sub-§3,  as amended by PL 2017, c. 171, §10, is repealed.

Sec. 6. 20-A MRSA §8451, sub-§4,  as amended by PL 1991, c. 716, §6 and PL 2003, c. 545, §5, is repealed.

Sec. 7. 20-A MRSA §8451, sub-§5,  as amended by PL 2017, c. 171, §11, is repealed.

Sec. 8. 20-A MRSA §8451, sub-§6  is enacted to read:

6 Regions.   A region may be operated within geographic boundaries established in accordance with criteria set forth in rules for career and technical education adopted by the department and shall serve the school administrative units within those geographic boundaries.

SUMMARY

This bill strikes the provisions in current law that define the organizational makeup of career and technical education centers and regions and instead authorizes the Department of Education to adopt rules that define the organizational makeup of career and technical education centers and regions. The bill clarifies that a satellite program may be affiliated with a region.
