Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 17-A MRSA §517  is enacted to read:

§ 517 Failure to report a planned act of terrorism

1   A person is guilty of failure to report a planned act of terrorism if that person knows that another person is planning to act with terroristic intent and, in fact, the person does not report that planned act of terrorism to an appropriate law enforcement agency.
2   Failure to report a planned act of terrorism is a Class C crime.

SUMMARY

This amendment replaces the bill. It creates a new strict liability Class C crime for failure to report a planned act of terrorism. A person is guilty of this crime if the person knows that another person is planning to act with terroristic intent and does not report it to law enforcement.
