Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

‘Sec. 1. Transfer of funds. Notwithstanding any other provision of law to the contrary, the State Controller shall transfer to the unappropriated surplus of the General Fund $100,000 no later than June 30, 2018 and $100,000 no later than June 30, 2019 from the Medical Use of Marijuana Fund, established in the Maine Revised Statutes, Title 22, section 2430.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides ongoing funds to reimburse school districts for the cost of providing Drug Abuse Resistance Education, or DARE, programs to students.

This amendment is the minority report of the committee and replaces the bill. This amendment establishes the DARE Education Reimbursement Fund program within the Department of Education and provides funding of $100,000 per year on an ongoing basis from the Medical Use of Marijuana Fund.
