Amend the resolve by striking out the title and substituting the following:

‘Resolve, To Implement Certain Recommendations of the Computer Science Education Task Force and To Update and Implement the Department of Education’s Statewide Strategic Plan for Science, Technology, Engineering and Mathematics’

Amend the resolve by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Statewide plan for computer science. Resolved: That the Department of Education shall engage in the effort to expand computer science education in the State's elementary and secondary schools through collaboration with the Computer Science for Maine Coalition, the Science, Technology, Engineering and Mathematics Council and other supportive partners. The department, in collaboration with supportive partners, shall create a statewide plan for computer science education to communicate and implement the department's vision of and goals for kindergarten to grade 12 computer science education in the State. Priorities of the plan must include:

1. Advocating for continued growth of computer science education in the State through supporting efforts to integrate computer science education standards into classroom instruction and graduation requirements; and

2. Developing and advocating for multiple pathways for preservice aspiring and in-service professional teachers to become computer science teachers.

By April 15, 2019, the department shall present its statewide plan to the joint standing committee of the Legislature having jurisdiction over education matters; and be it further

Sec. 2. Statewide strategies for science, technology, engineering and mathematics education. Resolved: That the Department of Education shall update the strategies developed by the Science, Technology, Engineering and Mathematics Council pursuant to the Maine Revised Statutes, Title 20-A, section 11, subsection 3 for enhancing science, technology, engineering and mathematics education from prekindergarten through postsecondary education, and shall implement those strategies. By April 15, 2019, the department shall present its strategies to the joint standing committee of the Legislature having jurisdiction over education matters; and be it further

Sec. 3. Assignment of staff member with dedicated time to serve as computer science liaison. Resolved: That the Department of Education, as part of its statewide plan under section 1 and the strategies pursuant to section 2, shall assign a full-time staff member beginning in the 2018-2019 school year to dedicate at least 50% of the staff member's time to serving as the kindergarten to grade 12 computer science liaison, to support the implementation of computer science education across the State's schools and to support the implementation of the statewide strategies for science, technology, engineering and mathematics education; and be it further

Sec. 4. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides ongoing funds for one half-time Regional Education Representative position and associated All Other costs to serve as the kindergarten to grade 12 computer science liaison to support the implementation of computer science education and the statewide strategic plan for science, technology, engineering and mathematics education.

SUMMARY

This amendment is the majority report of the committee. The amendment strikes and replaces the resolve to include provisions directing the Department of Education to update and implement the strategies for enhancing science, technology, engineering and mathematics education and requires the department to present its statewide plan regarding computer science education across the State's schools and the strategies for science, technology, engineering and mathematics education by April 15, 2019. The amendment directs the Department of Education to assign a full-time staff member to dedicate at least 50% of that staff member's time to supporting computer science education in the State and the statewide strategic plan for science, technology, engineering and mathematics education.

The amendment also adds an appropriations and allocations section.
