Amend the bill by striking out everything after the title and inserting the following:

‘Sec. 1. Mathematics Task Force established. Resolved: That the Task Force on Mathematics Success in School, referred to in this resolve as "the Mathematics Task Force," is established; and be it further

Sec. 2. Mathematics Task Force membership. Resolved: That, notwithstanding Joint Rule 353, the Mathematics Task Force consists of 15 members as follows:

1. One member of the Senate, appointed by the President of the Senate, who is a member of the Joint Standing Committee on Education and Cultural Affairs;

2. One member of the House of Representatives, appointed by the Speaker of the House, who is a member of the Joint Standing Committee on Education and Cultural Affairs;

3. The following 12 persons, appointed as follows:

A. Two curriculum leaders representing the Maine Curriculum Leaders' Association, one of whom must be a curriculum leader who serves an urban school administrative unit and one of whom must be a curriculum leader who serves a rural school administrative unit, appointed by the President of the Senate;

B. Two higher education development mathematics instructors, one from the Maine Community College System and one from the University of Maine System, appointed by the Speaker of the House;

C. A secondary school science teacher who is a member of the Maine Education Association appointed by the President of the Senate. The President shall consider any recommendations for this appointment submitted within 20 days of the effective date of this resolve by the Maine Education Association;

D. An elementary school mathematics teacher and a middle school mathematics teacher appointed by the Speaker of the House. The Speaker shall consider any recommendations for these appointments submitted within 20 days of the effective date of this resolve by the Maine School Management Association;

E. A secondary mathematics coach from the secondary mathematics coaching cohort at the University of Maine at Farmington appointed by the President of the Senate. The President shall consider any recommendations for this appointment submitted within 20 days of the effective date of this resolve by the University of Maine at Farmington;

F. A high school principal who is a member of the Maine Principals' Association appointed by the Speaker of the House. The Speaker shall consider any recommendations for this appointment submitted within 20 days of the effective date of this resolve by the Maine Principals' Association;

G. A business leader who is a member of the Maine State Chamber of Commerce and Industry. The President shall consider any recommendations for this appointment submitted within 20 days of the effective date of this resolve by the Maine State Chamber of Commerce and Industry;

H. A secondary school guidance counselor who is a member of the Maine School Counselor Association appointed by the Speaker of the House. The Speaker shall consider any recommendations for this appointment submitted within 20 days of the effective date of this resolve by the Maine School Counselor Association; and

I. A career and technical education director who is a member of the Maine Association for Career and Technical Education appointed by the President of the Senate. The President shall consider any recommendations for this appointment submitted within 20 days of the effective date of this resolve by the Maine Association for Career and Technical Education; and

4. The Commissioner of Education or the commissioner’s designee; and be it further

Sec. 3. Chairs. Resolved: That the Senate member is the Senate chair and the House of Representatives member is the House chair of the Mathematics Task Force; and be it further

Sec. 4. Appointments; convening of Mathematics Task Force. Resolved: That all appointments must be made no later than 30 days following the effective date of this resolve. The appointing authorities shall notify the Executive Director of the Legislative Council once all appointments have been completed. After appointment of all members, the chairs shall call and convene the first meeting of the Mathematics Task Force. If 30 days or more after the effective date of this resolve a majority of but not all appointments have been made, the chairs may request authority and the Legislative Council may grant authority for the Mathematics Task Force to meet and conduct its business; and be it further

Sec. 5. Duties. Resolved: That the Mathematics Task Force shall examine the factors and forces that affect student success or lack of success in learning mathematics, including but not limited to:

1. Sequential mathematical course curricula in schools;

2. Threshold mathematical achievement requirements for grades 2, 5 and 8;

3. Requirements for mathematical fluency in numeracy and computation;

4. Content topics for mathematical courses in high school;

5. The use and application of information from brain science;

6. Course work or study relating to the taking of the College Board SAT;

7. Early education; and

8. Teacher preparation; and be it further

Sec. 6. Staff assistance. Resolved: That the Legislative Council shall provide necessary staffing services to the Mathematics Task Force; and be it further

Sec. 7. Report. Resolved: That, no later than November 7, 2018, the Mathematics Task Force shall submit a report that includes its findings and recommendations, including suggested legislation, for presentation to the First Regular Session of the 129th Legislature.’

SUMMARY

This amendment replaces the bill, which is a concept draft, with a resolve establishing the Task Force on Mathematics Success in School to examine the factors and forces relating to student success or lack of success in learning mathematics.
