Amend the bill by striking out the title and substituting the following:

‘An Act To Ensure School Boards Have Policies Governing Involuntary Transfers of Teachers’

Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 20-A MRSA §1001, sub-§20  is enacted to read:

20 Adoption of policy on involuntary transfers of teachers.   Each school board shall adopt and implement a policy governing the transfer of a teacher to another location when the transfer is not voluntarily agreed to by the teacher.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides one-time funds for the cost to school boards to adopt and implement policies governing the involuntary transfer of teachers.

This amendment replaces the bill and changes the title to reflect the provisions of the amendment. The bill requires involuntary transfers of teachers or other municipal employees to be subject to collective bargaining. The amendment requires school boards to adopt and implement policies governing involuntary transfers of teachers. The amendment adds an appropriations and allocations section.
