‘An Act To Permit the School Budgeting Process To Be a Biennial Process’

Amend the bill in section 3 in §1482-B in the first paragraph in the 4th line (page 1, line 19 in L.D.) by striking out the following: " is" and inserting the following: ' may be an annual meeting to establish an annual budget each year of the biennium or'

Amend the bill in section 4 in §1483 in subsection 1 in paragraph B in the last line (page 2, line 25 in L.D.) by inserting after the following: " biennium" the following: ' , unless the regional school unit chooses to adopt an annual budget, in which case the regional school unit shall include a summary of anticipated revenues and estimated school expenditures for the fiscal year'

Amend the bill in section 10 in subsection 1 in the 2nd paragraph in the 6th line (page 3, line 28 in L.D.) by striking out the following: " years 2019-20 and 2020-21 budgets" and inserting the following: ' year 2020-21 budget'

Amend the bill in section 13 in subsection 3 in the 2nd to last line (page 4, line 28 in L.D.) by striking out the following: " is" and inserting the following: ' may be an annual budget meeting each year of the biennium or'

Amend the bill in section 14 in §15003 in the last line (page 4, line 38 in L.D.) by striking out the following: " must be" and inserting the following: ' may be a one-year budget or'

Amend the bill in section 17 in paragraph B in the last line (page 5, line 23 in L.D.) by inserting after the following: " biennium" the following: ' , unless the regional school unit chooses to adopt an annual budget, in which case the regional school unit shall include a summary of anticipated revenues and estimated school expenditures for the fiscal year'

This amendment is the minority report. The amendment removes the bill's requirement that the local school budgeting approval process, which is currently done on an annual basis, must be a biennial process beginning with the biennium of fiscal years 2019-20 and 2020-21. The amendment allows school administrative units to establish a local school budgeting approval process on an annual or biennial basis.
