‘Sec. 3. 20-A MRSA §1352, sub-§2, ¶J is enacted to read:

When a referendum is called for the purposes of approving the establishment of a reserve fund for operating costs or expending the sum in the reserve fund as set forth in section 1312-A, the articles must be substantially as follows.
(1) "Shall the board of directors of School Administrative District No....... be authorized to establish a reserve fund for up to 3 months' operating costs, including salary and benefits?
