Amend the resolve in section 2 in the first line (page 1, line 5 in L.D.) by inserting after the following: "That" the following: ', notwithstanding Joint Rule 353,'

Amend the resolve by striking out all of section 3 and inserting the following:

Sec. 3. Chairs. Resolved: That the first-named Senate member is the Senate chair and the first-named House of Representatives member is the House chair of the commission; and be it further

Sec. 4. Appointments; convening of commission. Resolved: That all appointments must be made no later than 30 days following the effective date of this resolve. The appointing authorities shall notify the Executive Director of the Legislative Council once all appointments have been completed. After appointment of all members, the chairs shall call and convene the first meeting of the commission. If 30 days or more after the effective date of this resolve a majority of but not all appointments have been made, the chairs may request authority and the Legislative Council may grant authority for the commission to meet and conduct its business; and be it further’

Amend the resolve in section 5 in the first line (page 2, line 4 in L.D.) by inserting after the following: "That" the following: ', notwithstanding Joint Rule 353,'

Amend the resolve by striking out all of section 6.

Amend the resolve in section 7 in the 3rd line (page 2, line 12 in L.D.) by striking out the following: "January 30, 2018; and be it further" and inserting the following: 'December 5, 2017.'

Amend the resolve by striking out all of section 8.

Amend the resolve by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

SUMMARY

This amendment, which is a minority report of the committee, amends the resolve to conform to the Joint Rules of the Legislature with respect to appointments to and chairs of the Commission To Study the Needs, Opportunities and Efficiencies Associated with the Production of Salmonid Sport Fish in Maine. The amendment also removes the provision that prohibits the Department of Inland Fisheries and Wildlife from spending over $150,000 on fish hatcheries until the report of the commission is completed.
