An Act To Require a Capstone Project as a Condition of High School Graduation

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 20-A MRSA §4722-A, sub-§1, ¶C,  as amended by PL 2015, c. 489, §2, is further amended to read:

C. Certify that the student has demonstrated proficiency in each of the guiding principles set forth in department rules governing implementation of the system of learning results established pursuant to section 6209; and

Sec. 2. 20-A MRSA §4722-A, sub-§1, ¶E,  as enacted by PL 2015, c. 489, §2, is amended to read:

E. Certify that the student has engaged in educational experiences relating to English language arts, mathematics and science and technology in each year of the student's secondary schooling . ; and

Sec. 3. 20-A MRSA §4722-A, sub-§1, ¶F  is enacted to read:

F For a student graduating in the graduating class of 2019-2020 and for each subsequent graduating class, certify that the student has satisfactorily completed a capstone project under a capstone program established pursuant to section 4730.

Sec. 4. 20-A MRSA §4730  is enacted to read:

§ 4730 Capstone program

A school administrative unit operating a secondary school shall establish a capstone program. The capstone program must require each student to complete a capstone project. The capstone project must be developed by a student and must require the student to identify a problem, develop a solution to that problem and share that solution with the community. The capstone program must require a student to communicate effectively orally and in writing, think critically, access information from a variety of sources and express ideas creatively.

SUMMARY

This bill requires all high school students to complete a capstone project in which the student must identify a problem, develop a solution to that problem and share that solution with the community.
