Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the State from the constitutional requirement to fund 90% of the additional costs.
Fiscal Detail and Notes
Reestablishing the requirement that boilers in schools be inspected will increase the amount of dedicated revenue received by the Office of Professional and Occupational Regulation (OPOR) within the Department of Professional and Financial Regulation by approximately $180,000 per year beginning in fiscal year 2015-16 from certification fees.  This fiscal note assumes that schools must include an $80 fee when submitting their inspection report to OPOR, which was the fee that was in place prior to this requirement being repealed in Public Law 2013, c. 595, Pt. U, §11.
