Amend the bill by inserting after the title and before the enacting clause the following:

Mandate preamble. This measure requires one or more local units of government to expand or modify activities so as to necessitate additional expenditures from local revenues but does not provide funding for at least 90% of those expenditures. Pursuant to the Constitution of Maine, Article IX, Section 21, 2/3 of all of the members elected to each House have determined it necessary to enact this measure.

Amend the bill in section 1 in §1762-B in subsection 2 in the first line (page 1, line 13 in L.D.) by striking out the following: " After October 1, 2016, the" and inserting the following: ' The'

Amend the bill in section 1 in §1762-B in subsection 2 in the 6th line (page 1, line 18 in L.D.) by striking out the following: " less." and inserting the following: ' less:'

Amend the bill in section 1 in §1762-B in subsection 2 by adding at the end a new blocked paragraph to read:

The provisions of this subsection apply only to new construction or substantial renovations that begin on or after October 1, 2017.

SUMMARY

This amendment is the majority report of the committee. The amendment adds a mandate preamble. It provides that the requirement in the bill for the installation of insulation with a global warming potential of 10 or less for state-funded new construction or substantial renovations begins on October 1, 2017. It also provides that the requirement in the bill for the installation of insulation with a global warming potential of 10 or less for any building constructed or substantially renovated that is leased or will be leased to the specific entities listed in the bill begins on October 1, 2017.
