	Requires the governing body of those local school administrative units that are required by this legislation to operate a federal summer food service program to provide notice of and conduct a public hearing before voting to determine whether or not to opt out of the program. 	Pursuant to the Mandate Preamble, the two-thirds vote of all members elected to each House exempts the state from the constitutional requirement to fund 90% of the additional costs.
