The bill repeals the Metallic Mining Fund under the jurisdiction of the Department of Environmental Protection (DEP) and repeals the transfer of $250,000 each ($500,000 total) from the Groundwater Oil Clean-up Fund and the Uncontrolled Sites Fund that would have been required by September 30, 2013.
The bill increases certain mining fees and requires they be deposited into and disbursed from the Mining Oversight Fund, which will now be administered by the Mining Excise Tax Trust Fund Board of Trustees.  The board will use the fee revenue to cover all costs of oversight responsibilities assigned to it by this bill.
