Fiscal Detail and Notes
This floor amendment eliminates Maine Clean Election Fund distributions for gubernatorial candidates.  The incremental impact compared to the committee amendment is an Other Special Revenue Funds deallocation of $3,125,000 in fiscal year 2013-14 and $1,225,000 in fiscal year 2014-15 to the Commission on Governmental Ethics and Election Practices for reduced payments.  Other Special Revenue Funds revenue will decrease by $74,000 in fiscal year 2013-14 and $42,000 in fiscal year 2014-15 from reduced qualifying contributions.  Additionally, the commission will not require the revenue transfer from the General Fund of $4,500,000 in fiscal year 2013-14.
