The bill establishes a Plastics Recycling Fund in the Department of Environmental Protection (DEP) through collection of 8¢ of a 10¢ surcharge assessed on plastic bags designed for one-time use distributed to a customer at the point of retail sale.  The retailer will retain the other 2¢.  The DEP anticipates hiring one full-time Office Associate II position and one part-time Environmental Specialist III position to ensure compliance and enforce the requirements of the program.  It cannot be determined at this time whether the costs can be covered by the revenue collected in the fund.
