Fiscal Detail and Notes
	The estimated cost for increasing the salaries of the State's chief justices, chief judge, deputy chief judge, associate justices and associate judges by 2% on July 1, 2014 is estimated to cost $180,753 in fiscal year 2014-15.  The Personal Services appropriations for the Judicial Department include sufficient funding for this increase.  This 2% will increase the department's baseline budget request by $187,983 in fiscal year 2015-16 and $195,503 in fiscal year 2016-17.
	This bill also lowers the upper limit for the cost-of-living-adjustments from 4% to 3%, which is used to calculate the Judicial Department's Personal Services costs in the Biennial Budget requests.  This will reduce future Personal Services baseline budget appropriations by $94,895 in fiscal year 2015-16 and $196,433 in fiscal year 2016-17.
	The combined net effect of these changes on the department's 2016-2017 biennial baseline budget appropriations is an increase of $93,088 in fiscal year 2015-16 and a decrease of $930 in fiscal year 2016-17.
