Fiscal Detail and Notes
Provides appropriations of $670,544 in fiscal year 2013-14 for the costs of providing State-funded coverage under the MaineCare program for the period July 1, 2013 through December 31, 2013 for young adults age 19 to 25 years of age who were in child welfare custody and MaineCare eligible when they turned 19. Federal Medicaid coverage for this population is not effective until January 1, 2014. 
Expanding MaineCare coverage to include young adults age 19 to 25 years of age who were in child welfare custody and eligible for MaineCare when they turned 19 is required under the federal Affordable Care Act effective January 1, 2014. This coverage is estimated to cost $310,317 in fiscal year 2013-14 with a State share of $119,317 and $2,604,198 in fiscal year 2014-15 with a State share of $1,001,314. These estimates assume that 751 persons will utilize services by fiscal year 2014-15 at an average annual cost of $3,468 per person. The Department of Health and Human Services has included funding for this population in the Governor's Proposed 2014-2015 Biennial Budget (LR 1046).
