Amend the bill in section 1 in §24001 in subsection 2 in the 2nd line (page 1, line 11 in L.D.) by striking out the following: " implement,"

Amend the bill in section 1 in §24001 in subsection 3 by striking out all of the first paragraph (page 1, lines 14 to 27 in L.D.) and inserting the following:

3. Membership.  The council consists of the members listed in this subsection who must have a strong interest in early childhood and early care and education and must be influential in their communities . In making the appointments under this subsection, the appointing authority shall select persons who represent a diversity of interests, including, but not limited to, early learning coalitions; community public health and safety networks; organizations that work to prevent and address child abuse and neglect; Indian tribes; representatives of public agencies involved with interventions in or prevention of adverse childhood experiences; philanthropic organizations; and organizations focused on community mobilization. The appointing authority also shall ensure that each person selected has a strong interest in comprehensive early childhood health, early care and education through the prevention and early treatment of adverse childhood experiences and is influential in that person's community and that each state agency representative is knowledgeable about the healthy development of the State’s young children and their families and the work of the council:’

Amend the bill in section 1 in §24001 in subsection 3 by inserting after paragraph H the following:

H-1 One person representing the federally recognized Indian tribes in the State. Representation of the tribes must rotate among the tribes, with each tribe having an equal opportunity to serve for a 3-year term. The representative of the Indian tribes must be chosen by the tribe whose turn it is in rotation, as agreed upon among the tribes, to serve on the council and must then be nominated by that tribe to the Governor and appointed by the Governor;

Amend the bill in section 1 in §24001 in subsection 3 in paragraph K-1 in the first line (page 2, line 27 in L.D.) by inserting after the following: " members" the following: ' , who serve as nonvoting members,'

Amend the bill in section 1 in §24001 in subsection 3 in paragraph K-1 in subparagraph (6) in the first line (page 2, line 34 in L.D.) by striking out the following: " Public Safety" and inserting the following: ' Health and Human Services'

Amend the bill in section 1 in §24001 in subsection 3 by striking out all of paragraph L (page 3, lines 6 and 7 in L.D.) and inserting the following:

L. The director of the Head Start collaboration project within the Department of Health and Human Services, Office of Child Care and Head Start collaborative office within the Department of Health and Human Services or a designee of the director.’

Amend the bill in section 1 in §24001 by striking out all of subsection 7 (page 3, lines 18 to 24 in L.D.) and inserting the following:

7. Compensation.  Members of the council serve without compensation for their services, except that parents appointed under subsection 3, paragraph D who are not reimbursed by another organization may receive mileage reimbursement and a per diem to cover related costs such as child care, and Legislators are entitled to receive the legislative per diem, as defined in Title 3, section 2, and reimbursement for travel and other necessary expenses for attendance at authorized meetings of the council.’

Amend the bill in section 1 in §24001 in subsection 8 in the 2nd line (page 3, line 26 in L.D.) by striking out the following: " Such" and inserting the following: ' Council'

summary

This amendment is the majority report of the committee. This amendment deletes any proposed duties of the Maine Children’s Growth Council to implement and ensure implementation of the long-term plan. The amendment changes the required qualifications for state agency representatives who are appointed to the council by requiring a representative to be knowledgeable about the healthy development of the State’s young children and their families and the work of the council. The amendment adds to the Maine Children’s Growth Council a representative of the federally recognized Indian tribes in the State. The representative of the Indian tribes must be chosen by the tribe whose turn it is in rotation to serve on the council, nominated to the Governor and appointed by the Governor. The amendment corrects the designation of a council member from the director of the Head Start collaboration project within the Department of Health and Human Services, Office of Child Care and Head Start to the director of the Head Start collaborative office within the Department of Health and Human Services and provides for a designee of the director to serve on the council. The amendment substitutes the Commissioner of Health and Human Services for the Commissioner of Public Safety in the membership of the council. The amendment makes the state agency commissioners and representatives nonvoting members of the council. The amendment removes reimbursement and compensation for public members of the council.
