‘Resolve, To Promote Innovation in Public Schools’

‘Preamble. Whereas,  standards-based learning ensures that Maine students are responsible and can demonstrate their learning; and

Whereas,  Democrats and Republicans have worked together to change how students approach their education and become successful in the new global economy; and

Whereas,  several other states are using standards-based learning and deeper learning models that promise greater opportunities for students and promote economic prosperity; and

Whereas,  a statewide conference to showcase deeper learning models and innovation occurring in our school systems will have a profound and positive impact on students, learning and the Maine economy; and

Whereas,  the Department of Education has worked with outside organizations to build a technical support system to implement standards-based learning that will aid school districts across the State and has dedicated $2,000,000 for the implementation of standards-based learning; now, therefore, be it

Sec. 1. Deeper learning models. Resolved: That, by October 3, 2013, the Department of Education shall post on its publicly accessible website examples of deeper learning educational models and resources that can enable school administrative units to transition to a standards-based system of education that includes proficiency-based standards for awarding a high school diploma. The deeper learning models posted on the department's website must exemplify best practices in the State's schools, as well as schools in other states and jurisdictions, that represent effective strategies implemented by educators to convey the skills, knowledge and competencies that students need to succeed in the 21st century, including the ability to master academic content, think critically and solve complex problems, work collaboratively, communicate effectively and learn how to learn; and be it further

Sec. 2. Statewide conference. Resolved: That the Department of Education shall lead a statewide conference held no later than June 20, 2014, and annually thereafter until 2018, where deeper learning organizations can showcase their learning models. The department shall use the conference to encourage school districts to work with the department to showcase their innovations and strategies. The department and supporting organizations and teacher preparation programs shall share strategies on how to transition and implement standards-based learning to include experiential learning, Asia Society's Partnership for Global Learning, customized learning, expanded educational opportunities and any other standards-based models; and be it further

Sec. 3. Teleconferences. Resolved: That the Department of Education shall create a series of teleconferences to be held between October 20, 2013 and June 20, 2014, and annually thereafter until 2018, to support standards-based learning strategies, promote implementation of standards-based learning models and provide resources to public schools across the State.’
