Amend the bill by striking out the title and substituting the following:

‘Resolve, To Provide for Greater Public Input in the Chartering of Public Schools’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Public input in the application review process for public charter schools. Resolved: That the Maine Charter School Commission shall review the request for proposals and the charter application provisions established in the Maine Revised Statutes, Title 20-A, chapter 112 and Maine Charter School Commission Rule Chapter 2 related to the opportunities for public input in the public charter school application process, including the commission's procedures for reviewing and evaluating public charter school applications. Prior to issuing a request for proposals after the effective date of this resolve, the commission shall include additional opportunities for public input in the public charter school application process and the commission's procedure for reviewing and evaluating public charter school applications. The commission shall submit a report on the results of its review, including the changes made to provide additional opportunities for public input in the commission's procedures for evaluating and authorizing public charter school applications, to the Joint Standing Committee on Education and Cultural Affairs no later than January 10, 2014.’

SUMMARY

This amendment, which is the minority report of the Joint Standing Committee on Education and Cultural Affairs, strikes the bill title and the bill and replaces the bill with a resolve that directs the Maine Charter School Commission to review the provisions in statutes and rules related to the opportunities for public input in the public charter school application process, including the commission's procedures for reviewing and evaluating public charter school applications. The amendment provides that, prior to issuing a request for proposals after the effective date of this resolve, the commission must make changes that provide for additional opportunities for public input in the public charter school application process and the commission's procedures for reviewing and evaluating public charter school applications.
