Amend the resolve by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Stakeholder group; MaineCare reimbursement for community-based behavioral health services. Resolved: That, by October 1, 2014, the Department of Health and Human Services shall convene a stakeholder group composed of community-based behavioral health service providers and hospital representatives to review MaineCare reimbursement rates provided under Chapter 101, MaineCare Benefits Manual, Chapter III, Section 65 and similar services provided by a hospital or an administrative unit of a hospital. The department shall report the stakeholder group's findings and recommendations, including recommendations on how rates should be adjusted beginning July 1, 2015, to the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs by January 1, 2015. The joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs may introduce a bill during the First Regular Session of the 127th Legislature to implement the recommendations on matters relating to behavioral health service rates.’

SUMMARY

This amendment replaces the resolve. It directs the Department of Health and Human Services to convene a stakeholder group to review MaineCare reimbursement rates provided under Chapter 101, MaineCare Benefits Manual, Chapter III, Section 65 and similar services provided by a hospital or an administrative unit of a hospital. It also requires the department to report the stakeholder group's findings and recommendations, including recommendations on how rates should be adjusted, to the joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs by January 1, 2015.
