Amend the amendment by deleting all of Part MM.

Amend the amendment by inserting after Part MMMMM the following:

PART NNNNN

Sec. NNNNN-1. Suspension of transfers to the Maine Clean Election Fund; 2014-2015 biennium. Notwithstanding the Maine Revised Statutes, Title 21-A, section 1124, subsection 2, paragraph B, the transfers of $2,000,000 currently required to be made on January 1, 2014 and January 1, 2015 to the Maine Clean Election Fund from revenues from the taxes imposed under Title 36, Parts 3 and 8 and credited to the General Fund may not be made.

Sec. NNNNN-2. Suspension of Maine Clean Election Fund distributions, 2014-2015 biennium. Notwithstanding any provision of law to the contrary, both primary and general election distributions from the Maine Clean Election Fund to gubernatorial and legislative candidates pursuant to the Maine Revised Statutes, Title 21-A, chapter 14 are suspended during the 2014 election cycle.’

Amend the amendment by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment deletes Part MM of the committee amendment, which suspends distributions from the Maine Clean Election Fund to gubernatorial candidates during the 2014 election cycle, increases the distributions from the fund to certified candidates for the 2014 general election and adjusts transfers to the fund. This amendment suspends all distributions from the Maine Clean Election Fund for the 2014 election cycle and prohibits transfers from the General Fund to the Maine Clean Election Fund during the 2014-2015 biennium.
