Amend the bill by striking out the title and substituting the following:

‘An Act Regarding Moose Hunting by the Aroostook Band of Micmacs and the Houlton Band of Maliseet Indians’

Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Sec. 1. 12 MRSA §11154, sub-§14  is enacted to read:

14 Aroostook Band of Micmacs and Houlton Band of Maliseet Indians   . Notwithstanding subsections 4 and 6 and section 11102, the commissioner shall issue 12 moose permits to the Aroostook Band of Micmacs and 12 moose permits to the Houlton Band of Maliseet Indians for use by members of each tribe. A permit issued under this subsection is not subject to the fee for a moose permit. Hunting with a permit issued under this subsection must be done in conformity with all wildlife conservation laws and rules, must occur in Aroostook County and must be for sustenance or ceremonial tribal use.

This amendment, which is the minority report of the Joint Standing Committee on Inland Fisheries and Wildlife, strikes the bill and replaces it with a provision that requires the Commissioner of Inland Fisheries and Wildlife to issue 12 moose hunting permits to the Aroostook Band of Micmacs and 12 moose hunting permits to the Houlton Band of Maliseet Indians for sustenance or ceremonial tribal use by members of those tribes.
