An Act To Increase Agent Fees for Registration of Certain Recreational Vehicles

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 12 MRSA §13051, sub-§2, ¶B,  as enacted by PL 2003, c. 414, Pt. A, §2 and affected by c. 614, §9, is amended to read:

B. Agents may charge a service fee of $1 not to exceed $3 for each renewal registration issued and $2 a service fee not to exceed $4 for each registration covered by sections 13002 to 13005. This In a municipality in which an agent is authorized to issue registrations or renewals of registrations for applicants from another municipality or from an unorganized territory, the agent may charge those applicants a service fee of $1 in addition to the fees authorized by this subsection for each registration or renewal. These service fee is fees are retained by the agent. The commissioner shall charge a $1 service fee for each registration issued by department employees.

Sec. 2. 12 MRSA §13105, sub-§1, ¶B,  as enacted by PL 2003, c. 414, Pt. A, §2 and affected by c. 614, §9, is amended to read:

B. Agents may charge a service fee of not more than $1 to exceed $3 for each snowmobile renewal registration issued and $2 a service fee not to exceed $4 for each registration covered by sections 13002 to 13005. This In a municipality in which an agent is authorized to issue registrations or renewals of registrations for applicants from another municipality or from an unorganized territory, the agent may charge those applicants a service fee of $1 in addition to the fees authorized by this subsection for each registration or renewal. These service fee is fees are retained by the agent.

Sec. 3. 12 MRSA §13156, sub-§3,  as enacted by PL 2003, c. 414, Pt. A, §2 and affected by c. 614, §9, is amended to read:

3. Service fees.   An agent may charge a service fee of $1 not to exceed $3 for each ATV renewal registration issued and $2 a service fee not to exceed $4 for each registration covered by sections 13002 to 13005. This In a municipality in which an agent is authorized to issue registrations or renewals of registrations for applicants from another municipality or from an unorganized territory, the agent may charge those applicants a service fee of $1 in addition to the fees authorized by this subsection for each registration or renewal. These service fee is fees are retained by the agent.

summary

This bill increases the watercraft, snowmobile and ATV registration service fees that may be assessed, collected and retained by agents. The service fee for the renewal of a registration is increased from $1 up to a maximum of $3 and from $2 up to a maximum of $4 for the issuance of a new registration. Agents are also allowed to charge an extra $1 for registrations or renewals issued for residents of other communities or unorganized territories.
