The bill provides for the conditional final adoption of portions of Chapter 421: Safety and Operations Standards for Liquified Petrolem Gas (LPG) Distribution Systems, a major substantive rule of the Public Utilities Commission. The Commission is required to repeal the definition of customer and provisions related to snow stake requirements, as well as the requirement for operators to promote the "OK to dig" notification process.   The Commission is required to amend provisions related to the definition of operator, red tag marking requirements, record retention requirements and corrective action periods when a violation is noted. The Commission will incur only minor costs that can be absorbed within existing budgeted resources in implementing these changes.
