The amendment removes the requirement that a biomass generator facility that has not been operating as a result of economic hardship must cease to operate for at least 90 days before becoming eligible to be counted towards a competitive electricity provider's new renewable capacity resource requirement. Any additional costs to the Public Utilities Commission can be absorbed within existing budgeted resources.
