Increases the class of a crime; increased judicial and indigent legal services costs, significant increase in correctional costs.
Fiscal Detail and Notes
In addition to the General Fund cost to the Maine Commission on Indigent Legal Services, which is estimated to be $14,800 in fiscal year 2011-12 and $19,734 in fiscal year 2012-13, the Department of Corrections and the State Board of Corrections will incur significant additional costs as a result of extending the length of sentences for these crimes.  Based on average costs, the additional cost for one incarceration for a Class A crime instead of a Class B crime is $173,448 over the term of incarceration.  The total increase from one Class C to a Class B sentence is estimated to be $28,274 in a state facility and $8,931 in a county facility.  The total increase from one Class D to a Class C sentence in a county facility is $13,919 and an increase from Class D to a Class E sentence is estimated to be $4,060.  The exact cost will depend on the number and legnth of sentences ordered under these higher penalties and cannot be estimated at this time.  The additional costs, although not quantified in this estimate,  are known to be significant.
