Legislative Cost/Study
The estimated cost for the Joint Standing Committee on State and Local Government to hold an interim meeting to review the report and report out legislation is projected to be $1,625 in fiscal year 2011-12.  The Legislature's proposed budget includes $10,000 in fiscal year 2011-12 for legislative studies.  Whether this amount is sufficient to fund all studies will depend on the number of studies authorized by the Legislative Council and the Legislature.
Fiscal Detail and Notes
Removing three Senior Planner positions, one Public Service Manager I position and related training and technical assistance from the State Planning Office (SPO) dedicated to supporting the Maine Commission for Community Service (MCCS) will require deallocations of Federal Expenditure Funds commencing in fiscal year 2011-12.  A General Fund deappropriation of $40,000 is required to reflect matching funds that SPO would no longer provide to MCCS.  
The bill requires an Other Special Revenue Funds allocation to the Department of Secretary of State of $135,700 in fiscal year 2011-12 and $139,946 in fiscal year 2012-13 for one Office Associate II position and related costs to provide administrative support to the Maine Commission for Community Service.  The department does not currently have funding to cover these costs and the bill does not allow General Fund appropriations for administrative purposes.
