Fiscal Detail and Notes
This legislation proposes to exempt from motor vehicle inspection requirements new motor vehicles with dealer plates.  It also increases motor vehicle inspection sticker fees purchased by new motor vehicle dealers by $1.  It is expected that the loss of Highway Fund revenue from exempting these vehicles will be offset by the increase in Highway Fund revenue from the sticker fee increase.
This legislation could potentially lead to a loss of federal highway and air grant funding.  Any loss would depend upon whether or not the change in inspection requirements increased emissions and/or whether the state was able to mitigate this increase with new emission reduction strategies.
