Preliminary Fiscal Impact Statement
Undetermined current biennium cost increase - Higher Educational Institutions
Fiscal Detail and Notes
Prohibiting elementary schools, secondary school, the University of Maine System and the Maine Community College System from beginning the academic school year before September 1st of each year may result in additional costs to the University of Maine and the Maine Community College Systems.  The  costs to the higher educational institutions may include the re-printing of catalogues, brochures and fliers and staff time to amend schedules, reschedule faculty and class space and other administrative expenses.
Although this legislation mandates when the academic school year can begin for elementary and secondary schools, it does not appear to increase the cost of K-12 Public Education or the state and local share of that cost.
