Amend the amendment in section 5 by inserting before the last indented paragraph the following:
‘The commissioner shall recommend that Bangor Hydro Electric Company use design criteria that take into consideration available safety precautions against damage from solar storms and electromagnetic pulses in any structures constructed on the property by the transferee.’
