L. A person who is in the business of developing casinos or slot machine facilities who is not licensed to operate a casino or slot machine facility in this State at the time that person is appointed to the commission appointed by the President of the Senate;
M. A representative of the agricultural fairs in this State appointed by the Speaker of the House;
N. A representative of the Maine Chamber of Commerce appointed by the President of the Senate; and
O. A representative of the tourism industry appointed by the Speaker of the House.

Amend the amendment in section 3 in subsection 2 in the first and 2nd lines (page 2, lines 32 and 33 in amendment) by striking out the following: "by February 1, 2013" and inserting the following: 'no later than 120 days after the adjournment of the Second Regular Session of the 125th Legislature'

Amend the amendment in section 3 by striking out all of subsection 5 (page 3, lines 19 to 23 in amendment) and inserting the following:
‘5. Report and legislation. By February 1, 2013, the commission shall submit a preliminary report based on its findings under subsection 3, including any recommendations for legislation, to the joint standing committee of the Legislature having jurisdiction over casino matters, which is authorized to report out a bill to the First Regular Session of the 126th Legislature. The commission shall submit a final report to the joint standing committee of the Legislature having jurisdiction over casino matters by April 3, 2013.’

This amendment adds the following members to the Commission To Develop a Competitive Bidding Process for the Operation of Additional Casinos or Slot Machine Facilities:
1. A person who is in the business of developing casinos or slot machine facilities;
2. A representative of agricultural fairs;
3. A representative of the Maine Chamber of Commerce; and
4. A representative of the tourism industry.
It moves up the deadline for appointing commission members from February 1, 2013 to no later than 120 days after the adjournment of the Second Regular Session of the 125th Legislature. It moves up the deadline for the commission to submit a preliminary report to the joint standing committee of the Legislature having jurisdiction over casino matters from February 15, 2014 to February 1, 2013 with a final report due by April 3, 2013.
It allows the commission to recommend a minimum cash bid or license fee in an amount other than $5,000,000 when a deviation from the $5,000,000 amount is warranted based on the geography or demographics of the location of a proposed slot machine facility or casino or the size of the proposed slot machine facility or casino.
