Amend the bill by striking out the title and substituting the following:
‘An Act To Permit the Use of Electronic and Mechanical Dispensers for Games of Chance Conducted by Veterans' Organizations’
Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:
‘Sec. 1. 17 MRSA §1835, sub-§8 is enacted to read:
As used in this subsection, unless the context otherwise indicates, the following terms have the following meanings.
(1) Holds a federal tax exemption under the United States Internal Revenue Code, Section 501(c)(19); and
(2) As of September 1, 2012, has owned or leased for a minimum of 2 consecutive years the building that serves as the primary location of the veterans' organization's operations and where it conducts licensed games of chance.
The Chief of the State Police may adopt routine technical rules, as defined in Title 5, chapter 375, subchapter 2-A, to implement the provisions of this subsection and facilitate the use of dispensers.’

This amendment replaces the bill and is the minority report of the committee. The amendment permits veterans' organizations licensed to conduct games of chance to operate electronic and mechanical ticket dispensers. These machines dispense lucky seven or similar sealed tickets and may include a function that electronically reads a dispensed ticket to determine if it is a winning ticket. The amendment specifies that the element of chance is not determined by the machine but by the ticket itself.
