Resolve, To Establish Baseline Information on Health Impacts from Grid-scale Wind Energy Development

Sec. 1. Database development. Resolved: That the Department of Environmental Protection, Department of Health and Human Services, Public Utilities Commission and Executive Department, State Planning Office shall establish an interagency task force to create a comprehensive database of peer-reviewed scientific studies that document possible health impacts from grid-scale wind energy developments, to be assisted, as appropriate, by an advisory stakeholder group including private advocacy and environmental organizations, wind power developers and operators and organizations that oppose wind power development; and be it further

Sec. 2. Report with recommendations. Resolved: That the interagency task force established pursuant to section 1 shall submit a report to the Governor and the Joint Standing Committee on Energy, Utilities and Technology by October 30, 2012 with recommendations regarding the findings and use of information from the database created pursuant to section 1 in the development or modification of requirements that govern the permitting of grid-scale wind energy developments in the State and in the development of technical assistance documents and templates for municipalities. The report must also include the process for updating and maintaining the database created pursuant to section 1 as new peer-reviewed scientific studies are available.

This resolve directs the Department of Environmental Protection, Department of Health and Human Services, Public Utilities Commission and Executive Department, State Planning Office to establish an interagency task force to develop a database of scientific studies that document possible health impacts from grid-scale wind energy developments. The interagency task force is directed to report to the Governor and the Joint Standing Committee on Energy, Utilities and Technology by October 30, 2012 with recommendations regarding how to incorporate information from the database in the regulation and siting requirements that govern the establishment of grid-scale wind energy developments in Maine.
