Amend the bill in section 2 in subsection 3 by inserting at the end a new blocked paragraph to read:

This subsection does not apply when a medical emergency exists. For the purposes of this subsection, "medical emergency" means a condition that, on the basis of the physician's good faith clinical judgment, so complicates the medical condition of a pregnant woman as to necessitate the immediate abortion of her pregnancy to avert her death or to avoid a delay that would create serious risk of substantial and irreversible impairment of a major bodily function.

SUMMARY

This amendment is the minority report of the Joint Standing Committee on Judiciary.

This amendment adds a medical emergency exception to the requirement that a pregnant woman be provided with specific information at least 24 hours before an abortion procedure may proceed.
