An Act To Stabilize Short-term Funding of Public Kindergarten to Grade 12 Education

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  the 90-day period may not terminate until after the next fiscal year; and

Whereas,  the annual targets for the state share percentage of the statewide adjusted total cost of the components of essential programs and services must be adjusted before the next fiscal year; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 20-A MRSA §15671, sub-§7, ¶B,  as amended by PL 2011, c. 1, Pt. C, §1, is further amended to read:

B. The annual targets for the state share percentage of the statewide adjusted total cost of the components of essential programs and services are as follows.

(1) For fiscal year 2005-06, the target is 52.6%.

(2) For fiscal year 2006-07, the target is 53.86%.

(3) For fiscal year 2007-08, the target is 53.51%.

(4) For fiscal year 2008-09, the target is 52.52%.

(5) For fiscal year 2009-10, the target is 48.93%.

(6) For fiscal year 2010-11, the target is 45.84%.

(7) For fiscal year 2011-12 and succeeding years, the target is 55% 46%.

(8) For fiscal year 2012-13, the target is 47%.

(9) For fiscal year 2013-14, the target is 48%.

(10) For fiscal year 2014-15 and succeeding years, the target is 55%.

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

SUMMARY

This bill amends the annual targets for the state share percentage of the statewide adjusted total cost of the components of essential programs and services.
