Resolved: That the Department of Environmental Protection shall amend its rules regarding snow dumps to exempt from the waste discharge licensing requirement any snow dump operation controlled by a municipality for the primary purpose of removing accumulated snow from public rights-of-way for the safety and convenience of the traveling public.
