Amend the bill by striking out all of the emergency preamble.

Amend the bill in section 1 in subsection 5 by inserting at the end (page 1, line 30 in L.D.) the following: ' Notwithstanding subsection 2, paragraphs B and C, the provisions of this subsection, as regards the issuance of a disability plate or placard for a person with a permanent disability, apply only to that person.'

Amend the bill by striking out all of the emergency clause.

SUMMARY

The bill provides that a person with a disability whose physician, physician assistant, nurse practitioner or registered nurse certifies that the disability is permanent does not need to continue to show proof of that disability every 4 years for a disability plate or placard. This amendment clarifies that the exception applies only to the person with a disability and not to a vehicle owner who is a spouse, parent or legal guardian of the person with a disability, when the person with a disability is a resident of this State or a member of the relative's or guardian's household and dependent on the vehicle owner as the primary means of transportation. This exception also does not apply to an organization or agency in this State that transports persons with disabilities.

This amendment also removes the emergency preamble and emergency clause from the bill.
