	Given that school administrative units have already been notified of the amount of state subsidy they will receive for the 2010-2011 school year, this fiscal note assumes that the General Purpose Aid for Local Schools program within the Department of Education will require a General Fund appropriation in fiscal year 2010-11 as a result of exempting nonconforming school administrative units under certain conditions.  The amount to be appropriated will depend on the number of nonconforming school administrative units that are exempted and the corresponding penalty.
	This legislation may impact the total state and local cost of K-12 public education beginning in fiscal year 2011-12 and the State's share of that cost.  This legislation could also affect the distribution of state subsidy to both conforming and nonconforming school administrative units in future biennia.  The impact to individual school administrative units can not be determined at this time.
