	This bill removes the requirement that public notice of proposed rules in the newspaper include reference to statutory or federal authority for the rule.  It requires all publications to include a general statement on the substance of the rule.  Since some agency general statements will be longer than others, depending on the particular rule and other circumstances, no estimate of savings is made at this time.
