	The rule would make permanent emergency rules enacted to implement PL 2007, c 539 provisions and subsequent department regulations to limit and then eliminate private non-medical institution (PNMI) bed-hold day reimbursement.  General Fund savings of $2 million per year were assumed for FY 09 and have been incorporated in the MaineCare baseline budget request for the 2010-2011 biennium.  Any variation from these savings assumptions as a result of the permanent rule are expected to be minor.
