Fiscal Detail and Notes
The Retired Teachers' Health Insurance program within the Department of Education will require General Fund appropriations of $1,042,690 in fiscal year 2009-10 and $2,210,503 in fiscal year 2010-11 for the costs associated with increasing the State's contribution for retired teachers' health insurance premiums from 45% to 50% effective January 1, 2010.  The Governor' Budget Proposal for the 2010-2011 Biennium assumes that costs for this program will grow at a rate of 6% per year for the biennium. This fiscal estimate assumes that the recommended funding level for this program included in the Governor's Proposed Biennial Budget is approved by the Legislature and uses those levels as a base to calculate the cost of this legislation.  The actual cost of this provision will be higher or lower depending on actual experience.
