Amend the bill in section 4 in §6917 in subsection 1 in paragraph C in the first line (page 1, line 31 in L.D.) by striking out the following: " 15" and inserting the following: ' 30'
Amend the bill in section 6 by striking out all of subsection 4 (page 4, lines 2 to 4 in L.D.) and inserting the following:
‘4. Voucher program. Consider offering a voucher-based program to provide health insurance benefits; and’
Amend the bill by inserting after section 7 the following:
‘Sec. 8. Effective date. This Act takes effect October 1, 2009.’

This amendment is the majority report of the committee. The amendment clarifies that access payments apply to claims paid on or after September 1, 2009 and establishes the payment date as 30 days after the end of each month. The amendment also establishes an effective date of October 1, 2009 and corrects a technical error.
