An Act To Require a Moose Permit Lottery for Residents Who Have Never Had a Moose Permit

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 12 MRSA §11154, sub-§14  is enacted to read:

14 Persons to whom a permit has never been issued.   Notwithstanding this section and section 11552, subsection 2, the commissioner shall set aside 1,000 moose permits each year that must be part of a lottery held only for residents who have applied for a permit for at least the 3 consecutive immediately preceding years and have never been issued a moose permit.
