An Act To Require Disclosure to a Potential Signer That a Circulator of Petitions for a Direct Initiative or People's Veto of Legislation Is Being Paid

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 21-A MRSA §904-C  is enacted to read:

§ 904-C Payment per signature; disclosure required

A circulator of a petition for a people's veto referendum under the Constitution of Maine, Article IV, Part Third, Section 17 or a direct initiative under the Constitution of Maine, Article IV, Part Third, Section 18 who receives payment or compensation for the collection of signatures shall disclose to each person from whom the circulator secures or seeks to secure a signature the fact that the circulator is being paid or compensated.

This bill requires that the circulators of petitions for a direct initiative or a people’s veto disclose to each potential signer the fact that the circulator is being paid or compensated.
