Fiscal Detail and Notes
	The bill includes General Fund appropriations of $3,154,821 in fiscal year 2007-08 and $7,771,133 in fiscal year 2008-09 to the University of Maine System to provide a 5% increase in funding for each year of the 2008-2009 biennium.
	The bill also requires that the percentage of funding to the University of Maine System and the Maine Community College System provided from General Fund appropriations increase each fiscal year toward the 55% required by fiscal year 2014-15.  This measure will result in additional costs to the General Fund starting in fiscal year 2009-10.  The amount can not be determined until it is clarified what the base is that the 55% is to be applied against both now and in fiscal year 2014-15, what percentage the State currently provides and what the annual percent increase is that would be required to reach 55% by fiscal year 2014-15.
