	The Department of Health and Human Services would incur additional costs in implementing this bill for the January 1, 2009 effective date. The bill authorizes the department to increase fees that would help offset these additional costs.  The exact amount of the additional costs will depend on the department's implementation plan and the additional fees will depend on the participation in the program based on that implementation plan. The net impact cannot be determined at this time.
