Correctional and Judicial Impact Statements
Establishes new civil violations and Class E crimes.  Sentences for a Class E crime must be served in a county Jail.  The average cost to a county for each Class E sentence is $2,959 based on an average length of stay of 27 days.  The collection of additional fines may also increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
The establishment of an apprenticeship hunter license program will result in a net loss of General Fund revenue collected by the Department of Inland Fisheries and Wildlife of $10,922 in fiscal year 2007-08 and $31,193 in each fiscal year thereafter.  This assumes that 1% of current licensees will opt to buy the appreticeship licenses instead of their more expensive current ones and that 200 unlicensed residents and 100 unlicensed non-residents will be attracted to the new license.
